Commissioner Ellington yesterday, while testifying in the Tivoli Gardens Enquiry said that the civilians that were killed in the Tivoli Gardens ambush were criminals . Simmonds, chairman for the commission while making a statement to Ellington, said he was disturbed by the post-mortem results which showed that that 35 of the 74 victims that died, were shot in the back and posterior. Ex-Commissioner Ellington said he could not deny that some of the people who died were shot by the JCF but still implied they were criminals.The report also mentioned that residents of Tivoli Gardens reported that members of the JCF were wearing mask.
